Aircraft originally delivered from the manufacturer are in full compliance with their Type Certificate (TC). Consequently, every change made to an aircraft (e.g. TCAS, EMS…) must be approved to maintain the aircraft’s airworthiness.
Supplemental Type Certificates (STC) represent airworthiness authorities’ approvals recognizing the aircraft’s continued compliance with its original certification, once modified. In Europe, changes approved under STCs are designed by entities holding a Part 21 Design Organization Approval (DOA) issued by EASA.

When the STC documentation is completed, it is basically approved by an aviation authority, such as EASA (for Europe), FAA (for USA), CAAC (for China), and so on. STC databases hosted by EASA and FAA are available online and can be consulted.

Modifications are mainly achieved with STCs, but other approval media can also be used depending on local legislation—for example, Minor Change Approval in Europe, and Major Alteration Approval in US, etc.

Once a Design Approval is received for the change, operators can perform the associated modifications through a Part 145 approved maintenance organization. To support operation of the aircraft in a third country, the initial approvals must also be validated by the local authorities where aircraft is registered.
